CHENNAI: The Metropolitan Transport Corporation (Chennai) Ltd (MTCL), the implementing agency for the Monorail Mass Rapid Transit System (MMRTS) project in the city, has taken its first step towards the selection of a successful bidder for the project.
The corporation, which recently floated a global tender inviting bids on the design, develop, build, own, operate, maintain and transfer basis, is to seek the advice of a reputed consultancy firm for selecting a bidder to execute the project. It has invited offers from reputed consultancy firms for providing advisory services to the corporation in the selection of a bidder. The selected consultancy firm will have to provide advisory services to the MTCL in responding to bidders' queries, evaluation of bids, selection of a preferred bidder, issuance of Letter of Intent (LoI), negotiation of terms, concessions, finalisation and signing of concession agreement. The consultancy firm, according to an advertisement issued by the corporation recently, should have experience in providing technical advisory services in designing, constructing, operating and maintenance of at least one elevated monorail system in an urban area having a minimum carrying capacity of 10,000 peak passenger /hour /per direction (PPHPD). The system must be in operation commercially for the last one year for a minimum distance of 10 km.
It should also have experience in providing advisory services for at least one build, operate and transfer/ build, operate, own and transfer project in the country in the last two years, which should be in any one of the following sectors - urban transit, railways, highways, roads, bridges, and port.
The assignment should be a completed one and it should involve a minimum Rs. 350 crore. The firm should also possess experience in financial modelling of the project, structuring the project, and providing assistance in the selection of a successful BOT/BOOT operator.
Transit routes identified
MTCL has already identified about 490 km of principal transit routes within Chennai and surrounding areas to form part of the integrated inter-modal mass transit network of which 300 km is proposed to be taken up initially. The corporation wanted to complete 300 km in 10 years, with 50 km in the first three years, next 150 km in the next three years and the balance in the next four years, according to corporation sources.
