The government has constituted a committee chaired by Justice N.V. Balasubramanian for fixation of fee structure for teacher education training courses like B.Ed., M.Ed., B.P.Ed., M.P.Ed., and diploma courses in self-financing colleges.

Secretaries of Higher Education; Finance (or his nominee); Joint Director (National Service Scheme), School Education Department; K.R. Shanmugam, Professor, Madras School of Economics; M. Vadivelan, Correspondent, Varuvan Vadivelan B.Ed. College, Dharmapuri district, are the members. Director of Teacher Education Research and Training will act as the member secretary.

Each educational institution must place before the committee its proposed fee structure well in advance before the date of issue of notification of the academic year along with all relevant documents and books of accounts for scrutiny.

The committee would decide whether the fee proposed was justified and would be free to approve the fee structure or to propose some other fee to be charged by the institution.

The fee fixed by the committee would be binding for a period of three years after which the institution could apply for a revision.

Any fee charged by the institution over and above the fee fixed by the committee directly or indirectly under any head or guise like donations would amount to charging of capitation fee, according to the government order passed for constituting the committee.
