Three persons who were arrested for allegedly raping a minor girl on December 30, 2012, were detained under Goondas Act. They were detained based on directions from District Collector D. Jagannathan following recommendations from the Superintendent of Police P. Kannammal, on February 13.

Police sources said that the trio V. Krishnan (25) of Tiruchengode, Namakkal District, and his accomplices R. Kumar (32) of Ammani Kondalampatti in Salem District and R. Siva (25) of Kittampatti in Krishnagiri District were arrested on December 31 for allegedly raping a 17-year-old girl from a downtrodden community.

“The girl recalled the accused based on which they were booked under Sections 366 (Kidnapping or abducting), 376 (Punishment for rape) and 506(ii) (Threat to life) of the Indian Penal Code and 3(ii) of the SC/ ST Prevention of Atrocities Act, 1989.

“They were arrested and remanded in the Salem Central Prison the same day,” police said.

The order to detain them under Goondas Act was served to them in the Salem Central Prison.

Madhappan (40) of Thotlampatti village in Palacode taluk in Dharmapuri district was detained under the Goondas Act for raping and murdering a minor girl, police sources in the office of the Superintendent of Police here said.

The sources said that the accused had allegedly indulged in raping and murdering of a minor girl on August 4, 2011 in Palacode.

He had also kidnapped and raped a school-going minor girl along with one of his friends P. Krishnan (25) on December 26, 2011.

Based on the recommendation of the Superintendent of Police Asra Garg, the Collector R. Lilly issued an order to detain Madhappan under Goondas Act. As per the orders, Madhappan (on bail) was arrested by the police and lodged in the Salem Central Prison on Thursday.
