CHENNAI: The Assembly on Friday adopted several Bills on the last day of the Budget session.
This included legislation to amend Identification of Prisoners Act 1920 to authorise collection of blood samples and retention of the records for easy identification of prisoners. This was one of the recommendations of the Third Police Commission.
Another Bill pertained to according statutory status to the State Minorities Commission. The third Bill was to amend the Value Added Tax for protecting the State's revenue.
This amendment was proposed because registered dealers of goods such as television sets and washing machines were selling goods at a price less than the purchase price, by availing of discount from manufacturers. This led to the scenario that the output tax payable on those goods became less than the input tax credit available to them. The excess input tax credit available was being adjusted against any outstanding tax due from those dealers or carried forward to the next year or refunded.
