E-tendering system in DRDA and panchayat unions

To ensure transparency, the district administration has proposed the introduction of an E-tendering system for bidders interested in bagging contracts for development works to be awarded by the panchayat unions and the District Rural Development Agency (DRDA).

According to Collector C. Samayamoorthy, the proposal for introducing E-Tendering for executing development works worth Rs. 10 lakh and above will be introduced in DRDA as well as in the panchayat unions in three stages. In the first phase, all tenders invited by the DRDA and the panchayat unions till March 31 can be submitted either online or in sealed covers. After March 31, DRDA will accept only E-Tenders while tenders in sealed covers can be sent to the panchayat unions till June 30.

“From July 1, all tenders to be submitted to the DRDA and the panchayat unions will be accepted only in electronic form. E-tendering alone will be accepted after this deadline and only those who have a Digital Signature Card, issued by Electronics Corporation of Tamil Nadu, can participate in the bidding. Therefore, all contractors should get the Digital Signature Card first, which alone will enable the bidders to participate in the proposed E-Tendering system,” Mr. Samayamoorthy added.

The requisite training in handling the E-tendering system has been imparted to the Project Director of DRDA, Executive Engineer (Rural Development), Accounts Officer and the Computer Assistant by the National Informatics Centre, Chennai. These personnel in turn have trained their subordinates such as Block Development Officers in panchayat unions and the Assistant Engineers of the local bodies.

“We hope that this proposal will be executed without any hassle from July to ensure transparency in awarding contracts for development works,” Mr. Samayamoorthy noted.
