James Peter of Virugambakkam cited an earlier order of the Supreme Court, which had said that it could not be said that a person who professed or invited support or arranged, managed or assisted in arranging or managing a meeting or addressed a meeting had committed an offence if he did not have an intention or design to further the activities of any terrorist organisation or the commission of terrorist acts.
