First public hearing held in Tiruchi

Basic criteria: geographical contiguity, population

TIRUCHI: Collector Ashish Vachhani on Thursday appealed to elected representatives of executive heads to forward proposals for the restructuring, upgrading or downgrading of local bodies before November 15.

Participating at the first public hearing on the issuein the district here, Mr. Vachhani said the proposals could be supported by resolutions from the councils of the local bodies.

Proposals on upgrading of village panchayats as town panchayats; town panchayats as municipalities and municipalities as corporations; downgrading town panchayats into panchayats or municipalities into town panchayats; reorganising panchayats, town panchayats and muncipalities and bifurcation of big panchayat unions, panchayats or other urban local bodies would be considered.

He said the basic criteria for the restructuring would be geographical contiguity, population and revenue sources. Block Development Officers, Executive Officers of Town Panchayats, Commissioners of Municipalities and the Tiruchi Corporation would also forward the proposals.

Based on the representations, the district administration would prepare the draft proposals and hold another round of public hearing before forward them to the Government.

Elected representatives from the Lalgudi and Manachanallur panchayat unions suggested that the two local bodies be upgraded to municipalities. Representatives from Manikandam, Musiri and Tirverambur unions suggested that some of the panchayats be bifurcated.

Deputy Mayor M. Anbazhagan, chairpersons of panchayat unions, town panchayats, municipalities, elected representatives of panchayat bodies, representatives of political parties, voluntary organisations and residents associations participated.
