Objective is to mobilise needy daily wage earners under MGNREGS

The State government on Saturday decided to observe every Wednesday as Rojgar Diwas at panchayat level with an objective to institutionalise mobilisation of needy daily wage earners under Mahatma Gandhi National Rural Employment Guarantee Scheme.

The decision was taken at the third meeting of the State Employment Guarantee Council chaired by Chief Minister Naveen Patnaik here.

“Every Wednesday, panchayat executive officer, Sarpanch and Gram Rojgar Sevak would mobilise people to collect C1 (job demand) form at panchayat headquarters. C1 forms will be sufficiently stocked in gram panchayats for the purpose. Job seekers would be given dated acknowledgement after submission of C1 forms,” said Aparajita Sarangi, Panchayati Raj Secretary.

Ms. Sarangi said, “issues such as delay in payment would be addressed. Besides, information education communication activities would be taken up using the platform. We will soon come up with guidelines fixing responsibility of government officials as well as people’s representatives.”

The council has also decided to implement MGNREGS in a bigger way. During past Gram Sabha Sasaktikaran programme, as many as 87 lakh projects were recommended by gram sabhas. Of these, 65.43 projects are relating to implementation of MGNREGS.

Based on the response from gram sabhas, the State government has estimated an outlay of Rs. 2,000 crore to be spent under MGNREGS activities during 2013-14. The government has aimed at generating 9 crore person days of employment using the resource.

Programmes such as land development, digging of well, farm pond, watershed projects, plantation, check-dams, road development and construction of individual latrines would be taken up.

It is alleged that the State government has failed to implement MGNREGS effectively ever since of its launching. On an average 33 days of works could be provided to job seekers. Only 50,000 persons have got 100 days of work. Panchayati Raj Minister Kalpataru Das also spoke at the council meeting.
