Odisha government has been asked to create platform for adoption of Mobile Seva which enable delivery of public services through mobile phones and tablets using the centrally-available mobile service delivery gateway (MSDG).
Department of Electronics and Information Technology (DeitY) urged the State IT department to integrate Mobile Seva in the mission mode projects in various departments for offering various citizen centric services through mobile phones.
Mobile Seva, the countrywide initiative on mobile-governance, was launched to provide public service through mobile channels. According to DeitY, over 790 departments across central, state and local governments have adopted Mobile Seva to deliver services to citizens and other stakeholders through the short codes ‘51969’ and ‘166’ obtained by DeitY for initiative.
The first and only government mobile application store has been made operational with over 210 live and fully integrated mobile applications related to public services which have already been downloaded over 11 lakh times.
To encourage, early adoption of Mobile Seva, it has also been decided that SMS services will be offered free-of-cost to government departments during current duration of the Mobile Seva project.
At a time when Mobile Seva project has become a reality in other States, reports suggest that Odisha government is struggling to complete horizontally connectivity which would enable connecting line departments in district level for delivery of citizen-centric services in faster mode.
State-run BSNL has been assigned with implementing horizontal connectivity on April 23 last year. Last month’s high level review meeting had set a target of completing 30 per cent of horizontal offices including 116 tahsils and sub-registrar offices at sub-divisional headquarters by March 31, 2014 and connectivity of entire 1,266 by October 31, .2014.
However, BSNL authorities said that the purchase order for 30 per cent of equipment had been released while purchase order for rest 70 per cent of equipment was being awaited.
