Even as the Manipur Assembly resolution on restoration of the Inner Line Permit system for non-locals is pending clearance by the Union Government, a committee formed by some underground organisations has announced it will issue forms to non-locals for staying in the State for specific periods.

This was announced by the convenor of the joint committee, Sapamcha Jadumani.

Members of the committee, formed by United Committee Manipur and some other organisations, might face arrest as they are resorting to illegal steps, police sources said.

The Federation of Regional Indigenous Societies has been demanding re-implementation of the permit system, contending that the number of outsiders is now considerable.

Seven underground organisations have already served notice on the outsiders to leave the State by December-end. The permit system has been in force in Nagaland, Mizoram and Arunachal Pradesh.
