Justice Srikrishna and his team submitted their report on Telangana issue to the Union government on the last day of 2010.
It is known to everyone that the committees are generally constituted to delay the issue. As the Telangana issue is very old and this time the sentiment is very much strong, the government could not escape from its responsibility.
In the report nothing is new. All the parties rejected the recommendations. If the delay is made from any side to separate the State, it will harm the innocent people and students who are unnecessarily indulging in the agitations.
In the past, smaller states such as Chhattisgarh, Uttranchal and Jharkhand were created. If one more state is created, nothing would happen. But it will be more important to look at other aspects such as law and order problem.
Winter this year is very severe and it made life of people miserable in different parts of Orissa. People are not used to such type of cold wave which is usual in northern States. The Orissa State Disaster Management Authority must make a strategy how to deal such type of situation in future.
We are not short of poor people who generally sleep on roads. In the event of long winter spell, the people who generally sleep on roads would succumb first. Before such situation arises, the authorities must wake up and initiate proper measures. It should be made legally binding that no person could be allowed to sleep under open sky during winter. Officers under whose jurisdiction these incidents would happen should be held responsible.
Besides, the State should not concentrate only on Bhubaneswar to provide night shelters to urban poor. There are about 70 urban centres and 40 sub-urban centres, where the poor do live. Night shelters should also be provided in these places.
