Move will help residents to register properties, raise loans on them
Chief Minister Sheila Dikshit on Thursday met Union Urban Development Minister Kamal Nath to demand that the orders for regularisation of 45 resettlement colonies in Delhi, which had been pending for some time now, be issued speedily.
“The orders have to come from the Union Ministry and so I urged Mr. Nath to intervene in the matter,” Ms. Dikshit told The Hindu .
The Delhi Cabinet had on July 16, 2012, decided to regularise the colonies. Thereafter, in January this year, the Centre had approved the Delhi Government’s proposal for grant of ownership rights in these 45 resettlement colonies. The move was to benefit around 7 lakh families and about 30 lakh people staying on about 2.5 lakh plots in them.
These colonies had been set up by the Delhi Development Authority and the Government of India to relocate and rehabilitate people residing in jhuggi jhonpri clusters.
Most of these families were allotted plots varying from 25 to 80 square yards on licence basis. As they were given these plots in lieu of their jhuggi tenements, they were initially barred from selling them.
But over the years these plots and the dwelling units on them have changed hands several times over on power of attorney documents. The move to regularise these colonies was thus meant to enable the residents of these colonies to register their properties and even raise loans on them. However, two months after approving the Delhi Government’s decision, the Union Ministry has still not issued the order to the effect.
These resettlement colonies are situated in different parts of the city including Sriniwaspuri, Wazirpur, Satya Niketan, Janakpuri, Pankha Road and Madangir.
