The Haryana Government has constituted State-level and district-level monitoring committees for skill-building and rehabilitation of women under various State and Centrally-sponsored schemes, Women and Child Development Minister Geeta Bhukkal said here on Tuesday.

The committees would also oversee education, skill building and rehabilitation of children in need of care and protection and children in conflict with law as per provisions of the Juvenile Justice Act, 2000, as amended in 2006 and the Integrated Child Protection Scheme.

The State-level Monitoring Committee will be headed by the Chief Secretary. The Financial Commissioners and the Principal Secretaries of Women and Child Development, Finance, Institutional Finance and Credit Control, Technical Education, Industrial Training, Health and School Education, Director-General School Education, Director Industrial Training, Managing Director, Haryana Women Development Corporation, Project Director Sarv Shiksha Abhiyan, Labour Commissioner and Managing Director, HARTRON, will serve as members of the committee. Director Women and Child Development Department will be Member Convener.

‘Facilities to be assessed'

Ms. Bhukkal said the committee would assess the facilities available under various Central Government schemes like the National Skill Development Programme of the Ministry of Labour and Employment and convergence with the Modular Employable Skills under the Skill Development Initiative Scheme.

It will also ensure the necessary tie-up of the target group under these schemes. Also it will review and monitor implementation of vocational training by the institutions being run under the Juvenile Justice Act.

The district-level Skill Building and Rehabilitation Monitoring Committee will be headed by the Deputy Commissioner. Other members will include the Civil Surgeon, District Education Officer, District Elementary Education Officer, Principal Polytechnic or Polytechnic (Women), Principal ITI or ITI (Women) or Head Mistress ITI Women Wing, District Officer AIDS Control Society, General Manager HARTRON, District Manager Women Development Corporation, District Officer Sarv Shiksha Abhiyan, District Labour Officer, Lead Bank Officer and District Child Protection Officer.

The district-level Monitoring Committee would meet at least bimonthly to identify the target group in consultation with local administration including District AIDS Control Society, she said, adding that it would provide rescue, rehabilitation, skill building and reintegration to the target group if required.
