A court here has ordered the framing of charges against Samajwadi Party MLA, (Gyanpur) Vijay Mishra, and 15 others in connection with the July 2010 bomb attack on the former Uttar Pradesh Cabinet Minister, Nand Gopal Nandi.

While Mr. Nandi and two others were seriously injured, his personal guard, Rakesh Malviya, and the Allahabad correspondent of an English daily, Vijay Pratap Singh, were killed.

Special judge Viqar Ahmed Ansari on Monday ordered the framing of charges against Mr. Mishra and 15 others under Sections 302 (murder), 307 (attempt to murder), 427 (mischief causing damage), 120B (criminal conspiracy) of the Indian Penal Code; 7 of the Criminal Law Amendment Act, 3/5 of the Explosives Act and 2/3 of the Uttar Pradesh Gangsters Act.The court on several occasions earlier expressed displeasure over the delay in framing charges, saying most of the accused did not appear before it. The court said the main accused, Anand Sandhilya alias Rajesh Pilot, admitted that he had colluded with Mr. Mishra in executing the bomb attack.

But Mr. Mishra, who was granted bail in August by the Allahabad High Court after he had spent 18 months in judicial custody, denied on the day of his release Pilot’s allegations, terming them “lies.”

The court also took serious note of the death of a stray dog in the attack, and ordered framing of charges under Section 429 of the IPC (injuring or maiming of animals).

The jugde instructed investigating officer Narayan Singh Parihar to submit evidence in connection with the case.

The next hearing is scheduled for December 20.
