Pursuant to a court directive, an assistant sub-inspector of the Delhi Police and his associates have been booked for alleged culpable homicide not amounting to murder in connection with the mysterious death of a man inside the Police Training College in Jharoda Kalan three years ago.
Moti Lal, a resident of Sonepat in Haryana, had come to the Capital on May 10, 2010, to attend a ritual following the death of a relative at Baprola village when the incident took place. According to his mother Anguri Devi, ASI Jai Bhagwan and another person named Ramphal accompanied her son to Delhi.
After attending the ritual, Moti Lal then went to Najafgarh along with the other two. When he did not return to his village, his relatives contacted ASI Jai Bhagwan who allegedly told them that Moti Lal stayed for the night at his room on the Police Training College premises. The complainant alleged that despite requests, the policeman did not let Moti Lal’s relatives talk to him over phone stating that he would return home the next morning.
Suspecting that something was amiss, according to the complaint, Moti Lal’s brother went to PTC the next morning and called up the policeman. Although the accused claimed that he was at his residence and would reach PTC after sometime, he was later seen coming out of the premises. The complaint alleges that on being confronted, the policeman took Moti Lal’s brother to a room in which he found his body. The complainant further alleges that the body bore injuries.
She accused Jai Bhagwan and others of forcibly moving Moti Lal’s body from PTC to his brother’s house in Najafgarh in a car.
Acting on the complaint, Chief Metropolitan Magistrate of Dwarka Courts recently directed the police to register a case and carry out investigations. “The post-mortem report did not reveal any injury on the body of the deceased. However, on the basis of the court order, we have registered a case of culpable homicide not amounting to murder,” said a police officer.
