NEW DELHI: The Union Health and Family Welfare Ministry has charge-sheeted Head of the Department of Orthopaedics of Dr. Ram Manohar Lohia Hospital A. K. Khare for his alleged "gross misconduct of forcing an intern under his unit to drink alcohol and assaulting him physically".
Charged under Rule 14 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, Dr. Khare has also been accused of going regularly out of the hospital (place of duty) to consume liquor during lunch-time and for remaining under the influence of alcohol in the post lunch office hours.
As per the statement of imputation of misconduct filed in support of the article of the charges framed against Dr. Khare, in a complaint to the authorities on November 17, 2005, the intern had stated that "he had joined the unit of Dr. Khare on November 14, 2005, and on the same day at noon Dr. Khare had taken him to his residence where he was beaten and forced to drink liquor by Dr. Khare and two other people. On denying the same he was beaten and threatened by Dr. Khare of spoiling his career and also of not letting him complete his internship."
Then the intern had alleged that "Dr. Khare had also threatened to kill him. Thereafter Dr. Khare had forced the intern to have oral sex with him. When the intern vomited and became unconscious, Dr. Khare got him admitted to the emergency of Lohia Hospital and when he regained consciousness, Dr. Khare warned him not to narrate this incident to anyone."
The charge sheet issued to Dr. Khare in May asked him for his reply to the charges. It mentioned that on the complain made by the intern, the Medical Superintendent of Lohia Hospital had constituted a committee under the chairmanship of Additional Medical Superintendent T.S. Sindhu to enquire into the complaint. The internal inquiry report has examined and recorded statements of the medical team that attended to the intern on November 14, 2005, as also of the faculty members, senior residents, post graduates, junior residents of the Orthopaedics Department and personal assistant and peon of Dr. Khare.
The committee report concluded that: "Dr. Khare was in the habit of regularly going out to drink during lunch time and used to be under the influence of alcohol in the post lunch office hours. Dr. Khare is in the habit of indulging in perverted sexual behaviour and activities with his juniors in the department and had been taking advantage of his position to exploit his junior faculty and sexually harass his senior residents, postgraduates and junior residents and interns."
