NEW DELHI: The Delhi High Court on Monday refused to stay the National Commission for Minority Education Institutions’ order holding the appointment of Valson Thampu as Officer on Special Duty (OSD) of St. Stephen’s College here as illegal. Mr. Thampu had sought a stay on the order.

However, Justice Gita Mittal issued a notice to the Commission and other respondents on the petition. The Commission on February 5 had declared Mr. Thampu’s appointment illegal on a petition by a private individual, Sheetal P. Singh.

He had alleged that Mr. Thampu’s appointment as OSD was illegal as he was not holding a Ph.D. degree, an essential prerequisite for being appointed Principal of a Delhi University college. Holding the appointment of Mr. Thampu illegal and inoperative, the Commission had asked the college to look for a regular Principal.

On another petition by Mr. Singh alleging Mr. Thampu not holding a valid Ph.D. degree, Justice Mittal issued a notice to the OSD and others.
