Former Finance Minister and CPI(M) central committee member T.M. Thomas Isaac on Thursday said local bodies were suffering from neglect and uncertainty under the UDF government.

At a press conference here, Dr. Isaac said the State-level inauguration of the 12th Five-Year Plan for the local bodies and the annual plan for 2012-13 on Saturday was only an event organised to “whitewash” the lack of direction and will of the government to grant sanction for welfare schemes forwarded by panchayats and municipal bodies for clearance.

Claiming that the operational independence of panchayats had come under the yoke of bureaucrats, Dr. Isaac said there was only a minuscule of projects which had been sanctioned by the government.

“There is no clarity on which official the project plans should be submitted by the panchayats and municipal corporations,” Dr. Isaac said.

To illustrate this, he pointed to how the government had taken an adversary stand against the Kudumbasree project saying it was “Marxist party related”.

“Officials are playing riot with the local self-government bodies. The LDF has decided to hold discussions to chalk out a detailed plan to protest against the government’s attitude,” Dr. Isaac said.
