Speaker G. Karthikeyan on Thursday reprimanded Congress MLA V.T. Balram once again for using the social networking site Facebook in a manner that violated the procedures of the Assembly. Mr. Karthikeyan had earlier reprimanded Mr. Balram on Monday for posting a private member's Bill in the Facebook before presenting it in the Assembly. Mr. Balram, after removing the post from his Facebook page, had subsequently encouraged a discussion on the merits of the Speaker's action. The Speaker said the general public had been given an impression that the Chair was against the use of such modern facilities by the MLAs. This was not true, he continued, pointing out new initiatives such as posting Assembly proceedings on the web.
