THIRUVANANTHAPURAM: A member of the Kerala Assembly turned a `citizen reporter' for a while and recorded the happenings in the House on his mobile phone even as the Opposition staged a noisy walkout at the end of the debate on the demands for grants for the Department of Health on October 4, it was revealed on Monday.

The attention of the House was drawn to what was clearly a prank on the part of the MLA by Saju Paul of the CPI(M), who reminded the Chair that it was a serious matter which, if not nipped in the bud, could result in misuse of technology in future. He offered to disclose the name of the member if the Chair wished so and sought action to ensure that such things did not recur. The media, he pointed out, is being allowed to record only the Question Hour and recording of the remaining part of the proceedings is being done only for use within the House. No member has the right to record the proceedings and, therefore, the incident must be viewed seriously, he said.

Home Minister Kodiyeri Balakrishnan endorsed the views expressed by the CPI(M) member and urged the Chair to take a stern stand on the issue.
