Thrissur: Finance Minister T.M. Thomas Isaac said here on Friday that the second phase of a social audit on implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) would be completed in all panchayats by January.
He told reporters on the sidelines of a programme at the Kerala Institute of Local Administration (KILA) that administrative and financial controls over implementation of programme in the State had made it effective and transparent. The programme at KILA was held to train officials on social audit and its methodology. Asked about the Opposition's criticism that the State had failed in effectively using MGNREGS funds, he said the UDF-ruled panchayats should fmake it clear why there had been "so-called lapses" in its implementation.
“The Opposition has failed to understand the spirit of MGNREGP implementation in the State. The question is how to use the funds effectively and transparently than spend more or all of it indiscriminately,” he added.
The State would look into the possibility of legal intervention in raising the wage limit.
