Chief Minister Oommen Chandy has said the Cabinet, just before the completion of the previous LDF government's term, had taken a decision to conduct a department-level inquiry into the issue of wasteful expenditure made by Travancore Titanium Products (TTP) while undertaking a project to install effluent treatment facilities at the factory and expand its production capacity.

Answering a submission from Congress MLA T.N. Prathapan, he read out from the Cabinet decision taken by the V.S. Achuthanandan government on February 27, 2011 to have the issue investigated at the Industries Department level.

The government also issued an order in line with the decision on March 1, 2011. This contradicted the stand the LDF had taken in the Assembly on Tuesday that the issue should be referred to the Central Bureau of Investigation (CBI) for an inquiry, he said.

Mr. Chandy said the LDF government had not pleaded for a CBI investigation in the case when the High Court of Kerala examined it.

An affidavit filed before the court on behalf of the government said that a Vigilance probe was going on.

The court, in its order on January 8, 2009, did not find it necessary to refer the case to the CBI.
