THIRUVANANTHAPURAM: The government has published the guidelines for EMS Housing Scheme for the houseless.

Local Administration Minister Paloli Mohammed Kutty said in a release here on Thursday that all local self-government institutions should take up the project to provide house for the houseless families below the poverty line within three years. The list of beneficiaries should be prepared before July 10. First priority should be given for providing land.

At least 10 houses should be constructed in each locale. In rural areas each family should be given at least seven cents and in municipal and corporation areas at least 1.5 cent. Flats could be constructed in places where there is a scarcity of land. Civic chiefs should try to get public land and, if not possible, could acquire land for the purpose. The area of the houses could range between 25sq m and 45 sq m. A construction package, including roof, rainwater harvesting, toilet, and smokeless hearths should be conceived for the project.
