THIRUVANANTHAPURAM: The Gulati Institute of Finance and Taxation (GIFT), being set up in memory of economist and former State Planning Board vice-chairman I.S. Gulati is being conceived as a centre of excellence in the study of policy-oriented issues relating to public finance and taxation, Finance Minister T.M. Thomas Isaac has said.
