Kochi: The Kerala High Court on Tuesday issued notice to Pinarayi Vijayan, CPI (M) State secretary, and N. Sasidharan Nair, Additional Private Secretary to Industries Minister Elamaram Karim, in connection with a case relating to the transfer of C.R. Neelakandan, social activist and Deputy General Manger of the Kerala State Electronic Development Corporation (Keltron).

Justice V. Giri issued the notice to them after impleading them as additional respondents. As for impleading the Industries Minister, the court said that it would be considered later.

The court had earlier stayed the order transferring Mr. Neelakandan to Keltron’s Hyderabad unit until the repair of INS Virat was complete as he was then supervising the electrical repairs of the ship. The court vacated the order in view of the submission that the repairs were over.

In a new petition, Mr. Neelakandan said that it was imperative to implead Mr. Vijayan and Mr. Nair as additional respondents since allegations of mala fide were levelled against them without making them necessary parties. Besides, the stand taken by the Managing Director of the Keltron made it incumbent upon the petitioner to implead them as additional respondents.

In the counter-affidavit, the Managing Director had denied the allegations that the administration of the company was under the control of the Industries Minister. The affidavit said that the allegation that the CPI (M) had exerted pressure on the Cabinet to see that the petitioner was sent out to a distant place was baseless. The Managing Director also pointed out that the company had nothing to do with the SNC-Lavalin case (in which Mr. Vijayan is an accused) or publication of a book on the case by Mr. Neelakandan.

Mr. Neelakandan also sought a transfer back from Hyderabad to the Aroor unit.
