As part of a multi-tiered process to finetune the draft of the 12th Five Year Plan prepared by 19 working groups of the city Corporation, a day-long development seminar was held at the Cotton Hill Higher Secondary School on Saturday. The event, inaugurated by Speaker G. Karthikeyan, was aimed at helping members of the local body scrutinise the draft.

Corporation councillors, and members of ward sabhas and grama sabhas participated in the event.

Once the Plan achieves a more definite shape incorporating the suggestions put forth at the seminar, the Council will approve the Plan, by next month.

This year’s Plan formulation and implementation is different since in addition to a five-year perspective plan (2012-17) that is being deliberated on, a two-year rolling plan for the years 2012-13 and 2013-14 too have to be prepared as per the revised set of guidelines.

Rural areas

As per the draft, the prime focus of the Plan will be on the city peripherals. Development programmes needed in areas that have newly come under the Corporation limits have been identified.

V. Sivankutty, MLA, sought a solution for the garbage crisis and asked the participants of the seminar to proffer first priority to this subject. Labelling it a “burning issue”, he added, “unless this is dealt with, whatever conclusions the working groups reach on other matters are of little consequence.”
