Lok Sabha Speaker addresses valedictory on Panampilly

Chalakudy (Thrissur dist): Lok Sabha Speaker Somnath Chatterjee on Monday recalled the services of Panampilly Govinda Menon, former Chief Minister of Travancore-Cochin State and Union Minister.

Addressing the valedictory function of Panampilly’s birth centenary celebrations, Mr. Chatterjee described Panampilly as “an outstanding leader, accomplished administrator, distinguished lawyer and a brilliant orator”.

“His knowledge of parliamentary affairs and constitutional matters was profound. He dealt with many serious problems such as having special provisions in the Constitution to Jammu and Kashmir,” he said.

Mr. Chatterjee recalled Panampilly’s tenure in the Constituent Assembly, Provincial Parliament and the Third and Fourth Lok Sabha.

“He made lasting contributions to the governance of the country as Union Minister for Food, Agriculture, Community Development, Law, Social Welfare and Railways,” he said.

“A champion for the working class, he strove to introduce many pro-labour legislations. His work as member of the Third Finance Commission reflected his wide experience,”

“He was instrumental in enacting many notable legislations, including the Banking Companies Nationalisation Bill, which had a great impact on our economy,” he added.

Union Minister for Overseas Indian Affairs Vayalar Ravi said that Panampilly had left an indelible mark on Kerala history.

“He grew beyond Cochin, Travancore-Cochin and Kerala. His commitment to the downtrodden, intellect, legal knowledge and affinity for arts made him special,” Mr. Ravi added.

K. Narayana Kurup, former acting Chief Justice of Madras High Court; Muthu Ramachandran, Panampilly Govinda Menon’s son; M. N. Sasidharan, Chalakudy Municipal Chairman; Leena Davis, president of the Chalakudy Block Panchayat; T. I. Radhakrishnan, chairman, Panampilly Birth Centenary Celebrations Committee; and Panampilly Ravi, general convener, were among those present on the occasion.
