KOZHIKODE: Forest Minister A. Sujanapal stressed the need for proper planning for environmental protection at the level of local bodies while inaugurating a training programme on watershed development in the Western Ghats organised by the Kerala Soil Survey Organisation on Saturday. He said though the State was rich in biodiversity, because of overexploitation of its resources it was fast turning into a "Devil's Own Country."
