Complaints over valuation, rank list preparation
THIRUVANANTHAPURAM: The Government plans to probe and review the working of the Kerala State Cooperative Service Examination Board.
Official sources told The Hindu that there were complaints about the manner in which examinations to recruit staff to primary banks and cooperative societies were conducted. Valuation and preparation of the rank lists gave rise to suspicion.
No action taken for 2 years
"The Department of Cooperation has not taken any action on the complaints about the examination system in the past two years. This is what has occasioned the probe and the review," they said.
The board was formed on February 15, 2001, as per the provisions of the Kerala Cooperative Societies Act.
Its primary task is to hold examinations for recruiting staff to the posts of junior clerk and above to the 1,680 primary agriculture credit societies, 300-odd primary credit societies, 60 cooperative urban banks and 48 primary agriculture and rural development banks.
Tenure of the board
The tenure of the board, comprising four members, is five years.
A deputy registrar of the Cooperation Department acts as secretary to the board. As per the system, societies and banks report vacancies to the board and these are advertised prior to the examination. While the score for eight subjects is fixed at 80, an interview will carry 20 marks. The minimum mark to qualify for the interview is 32.
A candidate attending an interview will get three marks straight away and if he is applying for a post in his home district, he will get five more marks.
This way the candidate assures himself of eight marks rather easily. After evaluating answer-books, the board sends the list of eligible candidates to the board of directors of the society or bank concerned.
The board then conducts the interview and the final list is forwarded to the examination board.
It has been proposed to review all such functions and streamline the functioning of the board without giving room for complaints. The mode of inquiry will be decided soon, according to the sources.
