BANGALORE: Accusing the United Progressive Alliance Government of politicising the Central Bureau of Investigation (CBI), Bharatiya Janata Party former national president M. Venkaiah Naidu on Wednesday demanded that the Government bring out a White Paper on the functioning of the investigating agency.

Addressing presspersons here, Mr. Naidu demanded that the White Paper should include details on the total number of cases referred to the CBI, the number of cases registered, investigated and prosecuted besides the number of cases withdrawn, conviction rate, reasons for failure of cases and the time taken for investigating different cases.

He alleged that the UPA had converted the CBI into “Congress Bureau of Investigation” and was using this agency to threaten vulnerable Opposition leaders and parties to support it in the Lok Sabha. Remarking that the CBI had become a “support mobilising instrument” for the UPA, he said “be it the trial of strength during the confidence motion in July 2008 or the recent occasion of cut motion in Lok Sabha, it was the CBI that rescued the government.”

He alleged that the UPA was systematically using the CBI to cover up Congress leaders and also to keep the Damocles' sword hanging on the heads of certain Opposition leaders. The CBI was also being used to make the political leaders support the UPA, he said.

“During the cut motion issue, the BSP was criticising the UPA till morning, but supported the UPA in the afternoon.

Subsequently, the CBI which had said it has a strong case against BSP leader Mayawati with respect to the Taj Corridor issue subsequently changed its stance and told the Supreme Court on April 23 that it needs time to look into the issue, he pointed out while trying to link the two incidents.

Similar strategy had been adopted with respect to Mulayam Singh Yadav and Lalu Prasad Yadav, he alleged. “The CBI found no case against Kerala CPI(M) leader Pinarai Vijayan till his party supported the UPA. Soon after withdrawal of support, the CBI proceeded against Mr. Vijayan,” he remarked.

He pointed out that the BJP was observing Wednesday as “CBI Rajanithikaran Virodhi Diwas” (protest day against politicisation of CBI) to create public awareness about the CBI allegedly losing its “investigative integrity” due to politicisation.
