After witnessing a spurt in anti-social activities among the juveniles, the North Division police launched a surrogacy programme — where the police would be foster parents — in a bid to bring the youngsters into the mainstream.

The programme, launched by Deputy Commissioner H.S. Revanna, involves identifying such children and investigating their problems with the help of an NGO.

Most of these juveniles have had poor parenting and a bad peer group. Such children are encouraged to resume their education, be involved in their favourite sport and cultural activities, Mr. Mohanty said.

This not only instils a sense of commitment due to constant monitoring but also helps to bridge the gap between the citizens and the police, essential for upkeep of law and peace, he added.
