The Department of Social Welfare is awaiting the Finance Department’s opinion on the proposed Karnataka Scheduled Castes Sub-Plan (SCSP) and Tribe Sub-Plan (TSP) Bill seeking expenditure of budgetary allocations to each department for speeding up development activities for welfare of the two categories.
A high-level committee comprising Ministers is to be formed to monitor the implementation of the programmes and utilisation of funds. Officials concerned would be held responsible for utilising budgetary allocations. The committee will also decide on the programmes to be implemented by each department, and accordingly funds that should be allocated to each. Amount of funds allocated to the areas will depend upon the population of SC, STs in the area. Asked why the Finance Department’s opinion was sought, an official said the department is expected to give its opinion on methods of allocation to each department and the authority who will distribute the funds. The opinion on the Bill will be returned to the Social Welfare Department in a week.
