Council chairman refers the issue to privileges panel

Janata Dal (Secular) MLC Puttanna on Thursday submitted to Legislative Council Chairman D.H. Shankaramurthy a breach of privilege notice against Finance Secretary (Expenditure) Arvind Shrivastava.

In the notice, which was read out to the House, Mr. Puttanna alleged that the IAS officer had insulted him and also behaved rudely when he had approached Principal Secretary to Finance Department L.V. Nagarajan along with a delegation to discuss about certain financial benefits to be given to college lecturers.

Mr. Puttanna alleged that Mr. Shrivastava, who was present when the delegation called on Mr. Nagarajan, had unnecessary interfered in the matter and snubbed him.

Expressing concern over the episode, Mr. Shankaramurthy said this (alleged rude behaviour of the official) was not a good practice. He made it clear that he would not pass judgment based on Mr. Puttanna’s complaint alone and referred the complaint to the Privileges Committee for further action.
