N. Jayaram, chief executive officer (CEO) of the zilla panchayat, has warned that criminal cases would be booked against officials who use machinery instead of employing labourers under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA).

In a press release here on Saturday, Mr. Jayaram has instructed officials to strictly adhere to the guidelines issued by the government under the MNREG Scheme.

The government had declared all the six taluks in the district drought-hit. In order to discourage people from going to urban areas for work, officials should ensure that they were provided with jobs for at least 100 days a year in rural areas. The zilla panchayat had approved the action plans of all gram panchayats in the district. A few contractors, however, were using machinery instead of employing workers for some projects, which was not acceptable.

The schemes taken up under the MNREGA should be executed using manual labour only, he said in the release.

If any gram panchayat was found using machinery for projects taken up under the MNREGA, such projects would be cancelled and payment withheld, he said. Some schemes executed flouting the guidelines had already been cancelled in the district and notices issued to the erring panchayat development officer, assistant engineer, junior engineer and taluk panchayat executive officers concerned, he said.
