President and secretary have misappropriated funds: members `President, secretary misappropriated funds'
`Panchayat members not consulted on projects under NREGS'Chief Executive Officer of Davangere ZP urged to order an inquiry
DAVANGERE: Some members of the Kandagallu Gram Panchayat laid siege to the Kandagallu GP office alleging large-scale misappropriation of funds in the implementation of NREGS (National Rural Employment Guarantee Scheme).
Members led by gram panchayat vice-president T.K. Basavarajappa alleged that president Girijamma and secretary K.M. Chandrashekar had misappropriated huge amounts under the scheme and they had not taken the elected body into confidence before selecting the projects and framing the action plan.
The protesters said a gram panchayat meeting should have been convened and the list of proposed works should have been tabled at the meeting. After a discussion and formal approval of all gram panchayat members, an action plan to implement the works should have been formulated, the members said.
The president and the secretary had taken a unilateral decision and implemented the scheme with an ulterior motive to misappropriate funds, the members alleged.
They demanded that the works taken up now should be stalled with immediate effect and a meeting of the body convened.
Though there were many projects to be taken up on a priority basis in the village, the president and secretary had chalked out projects that would indirectly benefit them or their relatives, the members said.
Members said the secretary had even failed to conduct the monthly meeting of the gram panchayat and kept members in the dark. They demanded that the Chief Executive Officer of the Davangere Zilla Panchayat place the secretary under suspension and order an inquiry into the incidents. They stated that till such time, they would not allow anyone to open the gram panchayat office.
