Parrikar, Kholkar have misused their office: lawyer

Activist lawyer Aires Rodrigues on Wednesday filed a complaint before the Goa Lokayukta against Chief Minister Manohar Parrikar, who is also the Planning Minister, and Dattaprasad Kholkar, Deputy Chairman of the Goa State Planning Board.

The complaint was the first to be received by the Lokayukta office, which began functioning on Wednesday. Mr. Rodrigues told The Hindu that Lokayukta B. Sudershan Reddy directed the Secretariat of the Lokayukta to receive his complaint though it had been announced that complaints would be accepted from Friday.

The complaint under Section 11 of the Goa Lokayukta Act accused the Chief Minister and the Planning Board Deputy Chairman of having misused their office to appoint Diksha D. Pednekar as a peon in the office of the Deputy Chairman of the Planning Board.

Mr. Rodrigues’s complaint alleged that though she was appointed on June 6 last year as peon, she had till now never worked in that position and her work as peon in the office of the Deputy Chairman of the Goa Planning Board was being carried out by her husband, Dhananjay Vasant Pednekar, who is currently a panchayat member for ward no. 1 of Pomburpa-Olaulim Panchayat.

‘Not allowed’

The complaint further stated that as the Goa Panchayat Act does not allow a panchayat member to work for the government, the official papers show Ms. Pednekar as the peon while de facto the peon’s work was being discharged by her husband.
