Samanvaya Karnataka has urged the State government to table the Karnataka Scheduled Castes and Scheduled Tribes (Planning, Allocation and Monitoring of Financial Resources) Bill, 2013.

Samanvaya Karnataka State convener M. Venkatesh told presspersons here on Tuesday that the Bill would ensure legislative backing to the guidelines of the Planning Commission on allocations of funds under Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) to provide direct benefits to intended beneficiaries among the SCs and STs in the State. The guidelines, however, were grossly inadequate and didn’t ensure provision of separate budgetary allocations for these two plans. Thus, the funds allocated by government for implementation of these two plans had been either diverted or lapsed at the cost of benefits which should have reached the beneficiaries.

He said the Social Welfare Minister H. Anjaneya had promised to introduce the Bill in the winter session of the legislature in Belgaum. But, there was no sign of it as the session would conclude on December 6.
