The Circuit Bench of the Karnataka High Court here on Friday took the Hubli-Dharwad Municipal Corporation (HDMC) and the Police Department to task for not issuing licences to hawkers and for their apathy towards setting up hawkers’ zones here.

Justice Subhash Adi directed officials to come up with a comprehensive plan and present it on January 16. HDMC officials stated that the planning had been delayed following lack of coordination among a few officials, and assured the court that they would submit a comprehensive report, and the status of the licences, to the court.
