The subscriber stated that his telephone had been malfunctioning since its installation

Raichur: The District Consumer Redressal Forum has directed the manager of the Manvi subdivision of Bharat Sanchar Nigam Ltd. (BSNL) to pay a compensation of Rs. 5,000 and refund telephone charges billed in August last to Veerendra Mallappa Bhusre of Pothnal village of Manvi taluk for defective service. The subscriber lodged a complaint with the forum in October last alleging that BSNL did not rectify the faults in his telephone line despite several pleas. This had caused him inconvenience and he had to pay an excessive bill in August. He said that his telephone had been malfunctioning since its installation last year. On September 12 last, he lodged a complaint with the manager. There was no response to the complaint. His telephone was out of order between August 26 and 30. Though it was reconnected, it was again out of order between September 20 and 24. During the period, the department provided connections to other subscribers using his line. Owing to this, he got a huge bill for August 2005. However, he cleared the bill.

Later, though he lodged several complaints with the official concerned to set right his telephone connection, there was no response. The manager of BSNL's subdivision contended that Mr. Bhusre's telephone line got disconnected owing to road widening work. The department had responded to the complaints lodged by the subscriber and attended to the cable fault. It restored all faulty lines by September 14, he said.

But he failed to produce any documentary evidence supporting his claims.

N.H. Savalgi, president of the forum, directed the manager to refund the inflated bill and pay a compensation of Rs. 5,000 to Mr. Bhusre for defective service.
