The Associated Chambers of Commerce and Industry (Assocham) has demanded inclusion of panchayats and municipal bodies within the purview of the Comptroller and Auditor General (CAG). This is among the “short term” measures it has demanded from the State government in order to make the governance mechanism more accountable. The Assocham report, which presents an “action agenda” for the State government, pointed out this would “create integrity and accountability in the system”. Bringing the local bodies within the purview of the CAG would ensure “public disclosure” of expenditures, it said. On a more “long-term” basis, the industry organisation sought establishment of a public accounts committee that would evaluate the implementation of projects.
