BANGALORE: The Mysore-based Central Institute of Indian Languages will launch its new educational-cultural venture, the National Translation Mission (NTM) shortly. The NTM will create a storehouse of information on translations in all scheduled languages and facilitate a “National Register” for translators.
According to the Head of the Education Technology and Media Studies of Bhasha Mandakini, Lingadevaru Halemane, the proposed mission will also function as a clearing house for all translation works in the country.
It will provide links between users of translated works or any other material at several levels and in various areas in the public and private sectors.
Projecting Indian languages and literature in the country and abroad through translation was the objective of the mission, he said.
The National Translation Mission will create and maintain tools for translation besides encouraging the compilation of bilingual and multilingual dictionaries and thesauruses.
The multi-pronged action plan intends to formulate a concept-based graded syllabi for the courses in the Indian languages applicable from class one to seven in the general primary education.
It will develop norms and standards for the children studying in the respective grades.
It will create a centralised mechanism for determining the aptitude of the children and their proficiency in the language concerned in the context of “native language, second language and foreign language.”
The project will cover 15 major Indian languages, according to Mr. Halemane.
From Mr. Halemane’s point of view, the project will come in handy for national bodies such as University Grants Commission, Union Public Service Commission, State Public Service Commissions and Railway Recruitment Boards and universities, and educational institutions.
The offices of the mission will be located in a number of cities across the country and coordinate with organisations such as CIIL, Kendriya Sahitya Akademi, National Book Trust, Kendriya Hindi Sansthan, Central Institute of English and Foreign Languages, departments that have been teaching translation studies and comparative literature at the university level and select publishing houses.
It will take up the responsibilities such as identifying gaps, promoting quality translation and training, disseminating information on translation and translators, and coordinating the translation activities.
