The Zilla Parishad general body meeting held here on Wednesday witnessed uproarious scenes as the members of the opposition parties stalled the proceedings of the meeting over the issue of alleged violation of norms in finalisation and submission of the proposals for sanction of funds under the development plan for left-wing extremism affected areas.
The members of the CPI, CPI (M), Telugu Desam and CPI (ML-New Democracy) staged a boycott over the issue. Earlier, the opposition members demanded an explanation from the ZP Chairman K. Vijaya Lakshmi on alleged finalisation of the work proposals without the final consent the District Planning Committee (DPC).
Raising the issue prominently, the ZP Vice-Chairman B. Ayodhya of the CPI alleged that the proposals were finalised at a closed door meeting at the behest of the Minister for Cooperation, R Venkat Reddy, the Government Chief Whip Mallu Batti Vikramarka circumventing the DPC. Referring to the statement of the Minister on submission of 1,650 works proposals worth about Rs. 1100 crore under the development plan to the government, he deplored that they were denied access to the lists of the finalised works.
“The move amounted to diluting the very spirit of democracy and undermining the rights of the elected representatives of the local bodies,” he charged.
The CPI (M) floor leader T. Bhaskar Rao alleged that the work proposals were unilaterally finalised bypassing the statutory body of DPC. “The persons at the helm of affairs owe an explanation to the elected representatives,” he demanded and deplored that such arbitrary decisions would prove counterproductive.
District Collector N. Nageshwara Rao said that the proposals were expeditiously sent to the government to avoid lapse of funds. The ZP Chairman assured to convene DPC meeting after the sanction of funds.
However, the agitated opposition party members staged a walkout from the meeting over the issue. Later, the meeting deliberated on various subjects including health and pensions.
