With great alacrity, the GHMC had sealed the huge building housing the South India Shopping Mall at Kukatpally last week on the charge of not taking the mandatory Occupancy Certificate (OC).

And, with equal promptness the mall was allowed to reopen within a couple of days without issuing the vital certificate! Issuance of the OC indicates that the building has been constructed without any deviations from the sanctioned plan.

In fact, the mall was forced shut within a day after it was opened by film star Mahesh Babu on Friday last. In a detailed note later in the day, Chief City Planner G.V. Raghu has stated that the building was sealed because there were setback violations on the rear, construction was incomplete and front side portion for road widening was not handed over.

He further stated that the cellar and sub-cellar were constructed with a setback violation towards the proposed 100 ft road in the front and hence, the OC too was rejected. It was also pointed out that no new building can be occupied unless the OC is issued by the municipal/urban local body concerned but in this case, the mall was allowed to be run without it.

It now turns out that the municipal corporation has decided to allow the mall to function following a written assurance given by the property owner – A.V. Krishnam Raju and others, that they will take up remedial measures adhering to the rules and sought three weeks time to comply.

Senior officials said that the owner had agreed to hand over the front portion for road widening once the transformer put up in the space is shifted by APCPDCL. The power firm had sought three weeks time for moving it to a different spot.

The property owner was also advised to complete the entire construction and apply for the OC afresh which will be then be considered for issuance, they added. Yet, for now the mall runs sans any official clearance from GHMC.
