Justice Ramesh Ranganathan of the High Court directed the Centre to file a counter-affidavit regarding implementation of regulations on installation of set-top boxes (STBs). The judge admitted a writ filed by two welfare associations of residents of Kukatpally Housing Board, saying that consumers were being forced to buy sub-standard boxes at high rates.

The petitioners maintained that the master service operators and enforcement authorities were expected to give wide publicity on complaint cells, repair centres, appointment of nodal officers to oversee the grievance redressal mechanism before making the installation of STBs mandatory, something that was not done.

The judge adjourned the case to June.
