Justice L Narasimha Reddy of the AP High Court on Friday restrained the authorities from acting further pursuant to GO issued by the State government for constituting a search committee for appointment of Vice Chancellor to Andhra University. The search committee was constituted under the chairmanship of M.G. Gopal, Principal Secretary to Higher Education Department.

Balla Appa Rao, professor in AU Department of Commerce and Management Studies, filed a writ petition and challenged the validity of GO dated October 30, 2012 issued appointing the search committee headed by the Principal Secretary.

Senior advocate and former advocate general D V Seetarama Murthy, who appeared on behalf of the petitioner complained that the Principal Secretary, who is currently In-charge Vice Chancellor of the university and who participated in the selection proceedings for various posts, cannot be associated with the search committee.

He said the members of the search committee shall be persons of eminence in the sphere of higher education and shall not be connected in any manner with the university concerned or its colleges. The court stayed the operation of the GO and adjourned the case by four weeks so that counter affidavit could be filed.
