Through the market intervention process, the State-run Cotton Corporation of India (CCI) procured 22.60 lakh bales during the November-February 2013 period, effectively leading to stabilisation of seed kapas prices and ensured that farmers in Andhra Pradesh received timely and remunerative prices.

In the cotton season 2012-13, seed kapas prices in Andhra Pradesh fell below the MSP prices.

The Ministry of Textiles in consultation with the Andhra Pradesh Government and the CCI put in place an effective mechanism for conduct of timely and efficient MSP operations by operationalisation of 100 procurement centres in Warangal, Guntur and Adilabad districts so that farmers may not incur losses.

This was disclosed by the Commerce and Industry and Textiles Minister, Anand Sharma, in reply to a question in the Rajya Sabha after the Ministry of Textiles received a reference from the Lok Sabha Secretariat as special mention which cited middlemen posing as farmers to sell cotton to CCI.
