Builders providing two or three plans while selling flats, say people

No provision to pay penal charges in instalments, says Gulzar

Any building above 18 metres ‘considered’ a multi-storey

VIJAYAWADA: A meeting organised by the Vijayawada Municipal Corporation (VMC) at Tummalapallivari Kshetrayya Kalakshetram on Tuesday to create awareness about the Building Penalisation Scheme (BPS) among owners of flats and individual houses witnessed heated arguments and raising of several doubts for which the officials did not have complete answers.

The Government recently issued GO 901 to penalise and regularise structures built with deviations from the approved plan or buildings that had been constructed without a plan at all.

Volley of questions

The VMC officials fielded a volley of questions such as whether there was any provision to pay penal charges in instalments, whether the height of building includes the stilts too and so on.

The people were also eager to know whether there was any provision to regularise penthouses as well and the houses constructed in the place earmarked for parking of vehicles.

VMC Commissioner Natarajan Gulzar made it clear that there was no provision to pay penal charges in instalments but felt that there was a need to make a strong case for the facility.

Some of the flat owners brought to the notice of the officials that the builders provided two to three plans to them while selling the flats.

Gulzar’s advice

Mr. Gulzar advised them to submit a memorandum to him with all possible details. “Let’s see what action can be taken against such builders. Definitely,

we need to send across a strong message that erring builders will also be penalised,” he said.

The Commissioner explained that any building above the height of 18 metres (ground plus five floors) would be considered as a ‘multi storey’ structure. He, however, assured the agitated owners of flats that the VMC would take an appropriate decision about minor deviations in the height of the building.

Some flat owners earlier drew his attention to the buildings constructed on a slightly elevated plane on the estimate that the road level would go up in the future.

Clarifying another doubt, City Planner P. Thimma Reddy said that a combined application was enough if all the flat owners came together to get their deviations regularised. The penal charges could be paid through a single demand draft.
