Pained over the death of a girl aged four after she fell into an abandoned borewell at Arni in Tiruvannamalai district on September 28, a law student has filed a public interest litigation petition in the Madras High Court for a direction to the Central and State Governments to formulate guidelines to regulate the erection and management of borewells, especially abandoned ones.

The petitioner, G.Sivagami of Villivakkam, here submitted that it was due to the negligence of the authorities by not regulating the erection and management of borewells and tubewells, that P.Devi fell into an abandoned borewell and died. Her parents were poor. The Supreme Court framed detailed guidelines in a case for the management of borewells and tube wells. The authorities ought to have enacted legislation for the purpose. Violators should be booked under stringent laws. She sent a representation to the authorities on September 30.

The First Bench comprising the Acting Chief Justice R.K.Agrawal and Justice M.Sathyanarayanan has ordered notice returnable by October 24.
