The government will determine SC, ST reservations based on the 2011 census data and submit the list to the State Election Commission by the month-end as run up to elections to Panchayat Raj bodies after a gap of seven years.
Ending confusion whether the elections will be held on 2001 census or 2011 census, Mr. K. Ram Gopal, Commissioner, Panchayat Raj, clarified here on Tuesday that the panchayat elections would be held based on 2011 census. The department also received village-wise population figures on May 3 from the Director, Census operations.
All the districts were directed to submit reservation details by May 18, he said. Then these would be forwarded to the Planning Department for whetting of SC, ST and also BC reservations before submitting to the State Election Commission by the month-end.
State Election Commissioner P. Ramakanth Reddy said the Election Commission was geared up for the panchayat elections. “Once the State gives gazette notification on reservations, I will complete election process in 17 to 20 days,” he said.
The State Election Commissioner and Panchayat Raj Commissioner spoke to the media persons after the last regional conference on preparedness for elections to PR bodies organised by the SEC at Ranga Reddy Collectorate here on Tuesday.
Mr. Ramakanth Reddy said series of regional conferences were already held at Visakhapatnam, Eluru, Guntur, Nizamabad, Mahabubnagar, Tirupati, Warangal covering all the districts and measures like publication of voters’ lists, polling stations, bandobust plan, funds requirement, implementation of model code of conduct, web casting, appointment of poll personnel etc., were reviewed with respective district Collector, SP and other officials. Mr. Ramakanth Reddy said gram panchayat elections would be held in three phases and that of MPTC and ZPTC members’ elections in two phases. Replying to a query, he said if the government determined reservations first for panchayats, elections would be held first for them. If the government released reservations for panchayats, MPTCs and ZPTCs simultaneously, then the Commission would take the call.
He also said as per the court directions, urban civic bodies’ elections should also be held by August 30, within four months after publication of census 2011.
