The sharing of water resources in the event of a division will not be an issue as Bachawat Award has already done project wise allocation in all the regions of Andhra Pradesh according to Dr R Vidyasagar Rao, chief engineer, Central Water Commission.
He was speaking at a session organised by The Hindu Centre for Politics and Public Policy on the topic -- Dealing With the Costs of Division -– A Dialogue Towards Reconciliation.
Commenting on the fears arising out of expected issues related to sharing of water resources post division, Rao said, the exercise related to allocation of water has been done long ago for all the projects in the three regions of the State through Bachawat Award.
“The only issue would be on surplus water which AP is allowed to use without claiming rights over usage,” he said.
There could be ecological and other related liability issues with the States in the upper stream of the river waters according to social scientist Yogendra Yadav. “Holding the pollutants liable for causing ecological damage will be a challenge,” the panellist said.
A Central regulation on strict usage of water post division would bring in some discipline which is desired according to the chief engineer. The other panellists in the discussion include Amitabha Panda, IAS, Prof Revathi Ellanki of Kakatiya University and DA Somayajulu, YSR Congress Party.
